This panel divides the dialogue into two interrelated sessions: Session 1: Structuring Macro-Fiscal Frameworks: From State Revenue Generation to Sub-National Redistribution (Celios, Pinus, & The Regent of Bulungan) : Focusing on how the state can structurally generate green capital through progressive taxes (Ecological Tax and Windfall Profit Tax) and effectively redistribute it. This session bridges macro policy with concrete local governance by showcasing the successful implementation of Ecological Fiscal Transfers (EFT) at 43 subnational governments, featuring first-hand executive insights on grassroots ecological impacts and the opportunities in the implementation of local ecological tax. Session 2: Grassroots Inclusivity: Financing Community-Based Solutions and Enforcing Accountability at the Frontlines (The Reform Initiatives, PWYP Indonesia, Community Representatives) : Moving beyond macro-fiscal policies, this session addresses how green finance and climate mechanisms land at the grassroots level. The discussion will highlight strategies for financing community-led solutions—including high-integrity carbon markets and optimizing local extractive revenues—while enforcing strict accountability at the frontlines. By bringing in frontline voices, this panel ensures that climate finance actively protects local communities and workers from the ecological "exit costs" of transition mineral extraction, ensuring benefit-sharing is transparent, gender-responsive, and truly empowering.

Every practitioner in this field has had the same moment: a project ready to go, except nobody on the team has the technical experience in storage systems, climate risk modelling, or offtake negotiation to take it forward. It's not a one-off — global demand for green talent is growing roughly twice as fast as supply, and by 2030 as many as one in five climate roles could go unfilled. With Asia's energy systems already strained by a global crisis and a looming super El Niño, closing this gap requires the urgency this decade actually demands. Bringing together funders, climate organisations, and talent partners, the session will explore where talent needs are sharpest, especially among CSOs, how funders can plug into closing them, and what it's really like to move into a climate career, or upskill within one – drawing on the perspectives of people who've made that transition. Young people are already developing and leading innovative climate solutions in their communities, yet their contributions often remain underrepresented in climate decision-making and investment discussions. This interactive session will showcase youth-led climate action initiatives from across the Asia-Pacific region, highlighting how investment in young people can drive innovation, resilience, and transformative change. Through a dynamic innovation exhibition and facilitated dialogue, youth delegates from China, Nepal, Philippines, Timor Leste, & Vietnam will share practical solutions addressing climate adaptation, resilience, environmental sustainability, disaster risk reduction, and community action. Participants will have the opportunity to engage directly with young innovators, learn from their experiences, and explore how locally led solutions can be scaled and replicated across diverse contexts. To conclude, participants will be invited to contribute to a Climate Action Commitment Board, where individuals and organizations can publicly share concrete actions, partnerships, investments, or commitments they will undertake to support youth-led climate solutions beyond Bangkok Climate Action Week. This collective exercise aims to transform dialogue into action and foster meaningful collaboration among youth leaders and stakeholders. Climate action is often communicated through reports, technical frameworks and expert-led training. But communities facing water stress, heat, pollution, livelihood uncertainty and changing governance systems need more than information—they need the agency to understand systems, test choices and shape decisions. Gamifying Resilience is a 90-minute masterclass and manifesto-building session by SMART / Civic Games Lab exploring how games, simulations and participatory formats can become practical frameworks for climate action. The session will showcase field-tested approaches across climate awareness, rural development planning, integrated water management and city-building, demonstrating how complex challenges can be translated into playable systems using roles, cards, maps, budgets, scenarios and dilemmas. Participants will explore how play can enable communities to rehearse decisions, experience trade-offs, negotiate priorities and develop locally relevant pathways for resilience. The session will close with a collective Manifesto for Play-Based Climate Action—asking how play can move from novelty to a serious tool for inclusive climate planning and action.

Southeast Asia is scaling renewable energy at speed, and it should. But megawatts, mobilized capital, and avoided emissions do not tell us whether the transition is shaping a better future system – one that protects people and ecosystems, keeps energy affordable and reliable, shares costs and benefits fairly, earns social license, and takes responsibility for materials across their life cycle. This session treats ecological safety and social justice as the foundations for future systems that create enduring energy resilience. It draws lessons from the Responsible Energy Initiative - Philippines (REI PH), a multi-sector, collaborative action platform that Forum for the Future (Forum) and local partners convene to advance responsible renewable energy production and deployment. Thailand offers a contrasting market, with its own debate over imported power and gas dependence. Using both countries as complementary lenses through which to view the energy transition, the session moves from diagnosis to design and convenes the change-makers who could carry this work into new national contexts in Southeast Asia. The objectives of the session are: › Reframe ecological safety and social justice as the basis of a legitimate, resilient, and durable energy transition, not a compliance overlay. › Show a working model: what REI PH has learned in the Philippines, and how it could adapt to Thailand and beyond. › Identify concrete risks to avoid, enabling conditions, and near-term actions. › Convene the partners and funders who could extend safe and just RE programs to new national contexts.

Women are living the Just Energy Transition amid its conflicts. Why aren't they leading it?" Across Asia and the Pacific, 385 national energy policies were reviewed. Only 16 were centered on gender. In the meantime, most of the energy ministries in the region are still led by men. Asia's energy systems are evolving rapidly and the existing inequalities are determining who carries the costs of that change and who receives its benefits. Women are living through those resource distributions and working to shift this reality. This work is rarely present where the plans are written and the conversations that produce the plans remain largely technical. Join Sath-CSIDC at Bangkok Climate Action Week as we address this gap by moving women's knowledge and leadership from the margins to the centre of climate and energy discourse and build intentional relationships between practitioners working on these questions across the region to foster collaboration that continues past the session. [NBE Pavilion] Stories from The Ground : People Already Building The Future

The concept of a restorative economy emerges from this challenge. Unlike conventional approaches to sustainable development that primarily seek to reduce the negative impacts of economic activity, a restorative economy starts from the reality of degraded ecosystems and seeks to make ecological restoration part of economic activity itself. It aims to connect ecological recovery with livelihoods, local economic development, social well-being, and long-term resilience. The PRAKARSA has conducted research on restorative economic practices in Indonesia across four locations: Sleman, Katingan, Siak, and Sigi. The research documented different approaches, including soil restoration, peatland restoration, community-based restoration, and multi-stakeholder forest restoration. To communicate these findings and experiences more broadly, The PRAKARSA produced a documentary film entitled “Restorative Economy.” The film presents real experiences from communities and practitioners involved in restoring ecosystems while developing economic opportunities. Documentary storytelling provides a way to connect research and policy discussions with the realities, experiences, and aspirations of people working on the ground.

It follows women home, often worsening overnight and compounding health, sleep, and caregiving burdens. Beyond Techno-Fixes: Rethinking Climate, Trade and the Future of Food

Climate change is changing the way food is grown, traded, and consumed across Asia. At the same time, new technologies, expanding trade, and growing investment are reshaping agriculture—creating exciting opportunities, but also new risks and inequalities. Co-organized by Foodthink and Mekong Institute, this three-hour interactive dialogue brings together farmers, researchers, policymakers, civil society organizations, technology innovators, and private-sector representatives from China and Southeast Asia to ask a simple but important question: Can the green transition make our food systems more resilient without leaving farmers and communities behind? The first part of the conversation will look at the promises—and limits—of new technology in agriculture. From AI and digital platforms to precision farming and other emerging innovations, what can genuinely help farmers adapt to climate change? What technologies are actually reducing environmental impacts, and which may simply create new forms of dependency or inequality? Most importantly, who gets to access and benefit from these innovations? The second part will turn to the rapidly growing agricultural trade and investment links between China and ASEAN. China's demand for products such as durian is transforming farming and supply chains across the region. But what does this mean for climate resilience, biodiversity, rural livelihoods, and the future of smallholder agriculture? Can growing regional trade become part of the solution rather than deepen existing environmental pressures? Featuring perspectives and experiences from China, Thailand, Laos, Myanmar and other parts of Southeast Asia, the event is designed as an open and interactive regional conversation—not a showcase of ready-made solutions. Speakers and participants will share what is working, what is not, and what we can learn from each other's experiences. Join us for a candid discussion about the future of food in a changing climate—and about how technology, trade, and regional cooperation can help build food systems that are not only more resilient, but also fairer for the people who produce our food.

Changing Currents: Charting our Energy Future

Imagine you are rural solar power technician and an earthquake hits your country, causing wide scale destruction. How might this impact your family and community? What will you find difficult (or impossible) to acquire because of this event? What injustices become more visible to you? What new alliances might you explore to help you stay resilient? Could you work with local government, community members, or other stakeholders to find solutions? Climate Cascade developed out of a desire to better understand how macro level events impact food systems, energy systems, and the environment, and how the ripple effects of these disruptions impact the lives of societies and individuals. In this fast-paced futures game, players take on the roles of individual citizens of an unnamed country or region. In each round, a “shock” card is pulled, and players must consider how these shocks impact individual characters while also thinking about what a character might do differently because of the shock. What this means for individual players may be unique, but everyone comes from the same place, and disruptions that happen in this game will happen to everybody. In groups, players will then discuss together the collective opportunities and challenges that arise as their characters strive to build a more just and regenerative future for their societies. At the end of the session, which takes the form of facilitated gameplay, participants are invited to reflect on their takeaways: what they observed, learned, and what sparked in their imagination, and to consider how they might integrate futures thinking and collaborative problem-solving into their day-to-day roles. The objectives of the session are: › Simulate the complexity and uncertainty of the energy system and the plausible events and trends that could shape conditions and decision-making in the short- and medium-term. › Introduce participants to the concept of futures thinking and the idea that there are multiple potential, plausible, and preferred pathways and outcomes. › Build the anticipatory “muscle” of individuals and the collective. › Offer a fun, stimulating activity for people interested in the energy transition and/or in futures.
