Predict, Protect, Pay: AI and Digital Health for Climate-Resilient Health Systems

Climate change is a health emergency, and Thailand is on the front line. Dengue, extreme heat, and PM2.5 haze fall hardest on the elderly, migrants, informal workers, and last-mile communities. At the same time, Thailand holds unusual strengths: universal health coverage, more than a million village health volunteers, and dense surveillance and sensor infrastructure. This session asks a simple question with large consequences. If AI can forecast a dengue outbreak or a heatwave two weeks out, why does money still move only after people are sick? Over the afternoon we will explore how digital tools and AI can strengthen both sides of the climate and health response: early warning and anticipatory action on the adaptation side, and emissions tracking for health systems on the mitigation side. Discussion will look at what it takes in policy, data governance, and capital to move promising designs from pilot to scale, drawing on Thai experience alongside examples from other countries. The programme will bring together voices from government, WHO, climate and health financiers, and digital health innovators. Expect a framing conversation, a panel, a short showcase of work underway in the region, and time for open exchange and networking. Equity runs through it: we will ask directly whether AI narrows or widens the gap for the communities most exposed. The session is convened by TechChange, organiser of the Global Digital Health Forum, which comes to Bangkok in December 2026 in partnership with Thailand's Ministry of Public Health.
