Building Workforce Systems for Asia's Energy Transition

The energy transition across South and Southeast Asia is accelerating rapidly. Investment in renewable energy, grid modernization, electrification, and other transition-related technologies continues to grow, becoming increasingly central to regional development and economic priorities. At the same time, international organizations including IRENA, the IEA, and the ILO have highlighted growing workforce and skills requirements associated with the scale of the transition. As new occupations emerge across renewable energy, grid modernization, energy planning, climate finance, and related sectors, workforce systems are under increasing pressure to respond to evolving industry needs. Across the region, countries are confronting shortages in implementation-ready talent, evolving skills requirements, and limited coordination between employers, workforce institutions, and transition practitioners. While significant resources are being directed toward technology deployment and infrastructure development, comparatively less attention is being paid to the workforce systems, learning pathways, and institutional coordination needed to support long-term implementation. This challenge is particularly visible in distributed and decentralized energy systems, where much of the workforce involved in installation, operations, and maintenance remains informal, project-based, or insufficiently reflected in workforce planning processes. As countries scale energy transitions, understanding and supporting the full diversity of transition workers, from technicians and installers to planners and policy practitioners becomes increasingly important for ensuring resilient and inclusive outcomes. This event brings together philanthropy, workforce institutions, employers, implementation actors, and ecosystem partners to explore how workforce systems and institutional readiness can evolve alongside the pace of the energy transition.
