
From Commitments to Capital: Mobilizing Climate Finance Through Energy Transition Country Platforms

Emerging economies face a pressing dual challenge: accelerating the transition to low-carbon energy systems while unlocking the up-front investment to achieve it. With early-stage energy transition financing needs far outstripping available public resources, scaling up private capital mobilization has become indispensable. Energy transition country platforms — including Just Energy Transition Partnerships (JETPs), other country-led investment platforms, and blended finance facilities — have emerged as a promising mechanism for aligning public policy, concessional finance, and private capital around national transition priorities. JETPs in South Africa, Indonesia, Vietnam, and Senegal have secured approximately USD 46.5 billion in commitments, demonstrating the potential of coordinated platforms to aggregate finance and policy support behind country-led plans. However, experience to date also highlights significant implementation challenges: slow disbursement, project preparation bottlenecks, limited private capital mobilization, and the need to ensure a just transition that creates jobs and supports affected communities. The central question is no longer whether the transition is achievable. It is how to convert initial commitments into investable projects that mobilize private finance at scale, and deliver a transition that is economically inclusive, socially just, and aligned with national development priorities. This panel convenes energy transition experts to discuss how energy transition platforms can move from commitment to catalytic investment mobilization.
