The Politics of Rice: Redirecting Agricultural Support for Southeast Asia's New Climate and Economy
Every day, governments around the world spend more than $2 billion on agricultural subsidies, roughly 1% of global GDP. In Southeast Asia, rice sits at the heart of these expenditures: a crop with profound political significance, embedded in national food sovereignty narratives, and backed by some of the most entrenched subsidy systems in the world. The region produces around a quarter of the world's rice supply, and the climate cost of that production is substantial (Project Drawdown, 2025). Rice cultivation generates nearly 300 million tons of CO2-equivalent emissions in Southeast Asia annually, contributing to a global picture in which rice accounts for approximately 9% of all anthropogenic methane and 10% of cropland nitrous oxide emissions (Wang et al., 2020). Global methane from rice production stands at 0.8 to 1.0 Gt CO2-equivalent per year and is growing (Jackson et al., 2024; Nabuurs et al., 2022). Conventional input subsidy regimes actively reinforce this trajectory, incentivizing practices that sustain emissions, degrade soils, and entrench farmer dependency on inputs. Yet for all this public spending, smallholder rice farmers capture only a fraction of the value. The bulk accrues to millers, input suppliers, and trading enterprises, actors with the political leverage to shape policy in their favour and strong incentives to resist change. The case for repurposing this public support is not contested. Redirecting it toward climate-smart practices, farmers' livelihoods, and sustainable food systems is increasingly well-evidenced. For example, repurposed subsidies could catalyze farmer uptake of proven emissions-reduction practices, from alternate wetting and drying techniques to improved seed varieties and precision nutrient management, innovations that exist but currently lack the financial incentives to scale. What is missing is not better policy design, nor the technologies themselves. What is missing is a clear understanding of the political and narrative conditions that make reform viable, and a regional coalition prepared to act on it. The High-Level Panel for a Just Rural Transition, convened by Clim-Eat under the Voices for Just Rural Transitions initiative and chaired by former President of Costa Rica H.E. Carlos Alvarado Quesada, has been developing precisely that understanding. Its work examines how actors, institutions, and narratives interact to block or enable reform, and what coalitions and strategies can shift that balance. This event brings the Panel's work into the room at a critical moment: one week before the IMF/World Bank Annual Meetings in Bangkok, and with COP31 in Turkey on the horizon. The purpose is not to broadcast a finished message but to co-develop and stress-test different messages. Therefore, the event will be hosted under Chatham House Rule, to facilitate a trusted and open environment. The event is part of the Bangkok Climate Action Week Food Systems Cluster, with the theme: Food systems that work for all - people, nature, culture, and future”. Finance shapes not only what adaptation work gets done but also who decides, whose knowledge matters, how risk is shared and whether communities have the freedom to respond to changing circumstances. This dialogue will bring together community representatives, philanthropic funders, intermediaries and adaptation practitioners for an open conversation on trust, power and locally led adaptation. It will not be a panel or a series of institutional presentations. Participants will share experiences, listen to different perspectives and explore what trust-based funding looks like in practice. Some of the expected dialogue participants include various community groups, Plastic Solutions Fund, Turning Tides Facility, Samdhana Institute, Jesuit Refugee Service and many more. Our central question is: 💡What would adaptation finance look and feel like if communities had genuine power to shape decisions, use resources and define success? The conversation will explore: ✨ When has trust enabled communities to act—and when has its absence created barriers? ✨ What behaviours and funding practices build genuine trust? ✨ What prevents funders from sharing power, providing flexibility or accepting uncertainty? ✨ What could funders, intermediaries and community partners do differently? As one of Southeast Asia’s largest and fastest-growing metropolitan areas, the city faces pressing challenges related to traffic congestion, urban sprawl, air pollution, greenhouse gas emissions, and unequal access to safe and affordable mobility options. These challenges not only affect quality of life and economic productivity but also hinder the city’s efforts to achieve its climate commitments and long-term sustainability goals. Transit-Oriented Development (TOD) offers a transformative approach to addressing these challenges by integrating land use, transport planning, and urban development. By promoting compact, connected, mixed-use, and walkable communities around high-capacity public transport corridors, TOD can reduce transport-related emissions, encourage active mobility, improve accessibility, and support more inclusive and resilient urban growth. The ACTIVATE Project, implemented under the Thailand–UK PACT programme, works in close collaboration with the Bangkok Metropolitan Administration (BMA) and relevant national agencies to strengthen institutional capacity for climate-resilient and people-centred TOD. Through evidence-based planning tools, technical assistance, capacity building, and multi-stakeholder engagement, the project supports Bangkok in advancing sustainable urban mobility and accelerating the transition toward a low-carbon future. As part of Bangkok Climate Action Week, ACTIVATE Bangkok aims to create a platform for dialogue, learning, and public engagement on the future of sustainable urban mobility in Bangkok. Thus, this dialogue will convene ASEAN youth and partners during the Bangkok Climate Action Week for a regional dialogue on climate and energy. This dialogue will provide a platform for participants to exchange experiences, share approaches, and refl ect on emerging opportunities and challenges in advancing youth-led climate action. The dialogue also aims to foster connections among youth, civil society, and institutional actors, creating opportunities for continued cooperation and knowledge exchange. Changes in forests may seem distant from urban life. Yet headwater forests are closely connected to water systems, ecosystems, and people’s quality of life. What happens to our forests can therefore have a greater impact on our cities than we might realise. This learning space invites participants to explore the connection between headwater forests and urban life, drawing on the real-world experience of the Thai Conservation of Forest Foundation. It aims to bring conservation closer to everyday life and deepen understanding of how forests are connected to water security, the environment, and our daily lives. Designed as an interactive learning experience, the programme combines storytelling, board games, and creative workshops. It creates a space for young people and other participants to exchange perspectives, learn together, and turn their understanding into ideas and actions that can begin with themselves, their schools, communities, or cities. By recognising that forests and cities are not separate from one another, we can better understand our own role and begin contributing to environmental change from where we are.
