Building Workforce Systems for Asia's Energy Transition
The energy transition across South and Southeast Asia is accelerating rapidly. Investment in renewable energy, grid modernization, electrification, and other transition-related technologies continues to grow, becoming increasingly central to regional development and economic priorities. At the same time, international organizations including IRENA, the IEA, and the ILO have highlighted growing workforce and skills requirements associated with the scale of the transition. As new occupations emerge across renewable energy, grid modernization, energy planning, climate finance, and related sectors, workforce systems are under increasing pressure to respond to evolving industry needs. Across the region, countries are confronting shortages in implementation-ready talent, evolving skills requirements, and limited coordination between employers, workforce institutions, and transition practitioners. While significant resources are being directed toward technology deployment and infrastructure development, comparatively less attention is being paid to the workforce systems, learning pathways, and institutional coordination needed to support long-term implementation. This challenge is particularly visible in distributed and decentralized energy systems, where much of the workforce involved in installation, operations, and maintenance remains informal, project-based, or insufficiently reflected in workforce planning processes. As countries scale energy transitions, understanding and supporting the full diversity of transition workers, from technicians and installers to planners and policy practitioners becomes increasingly important for ensuring resilient and inclusive outcomes. This event brings together philanthropy, workforce institutions, employers, implementation actors, and ecosystem partners to explore how workforce systems and institutional readiness can evolve alongside the pace of the energy transition.

Beyond the Megawatt: Demand Flexibility for a Clean, Smart and Resilient Grid in Emerging Asia
A sustainable energy transition is not only a question of building more renewable generation or modernising electricity grids. It also depends on how consumers use electricity, respond to prices and grid signals, and whether they are able and willing to participate in a more flexible energy system. Demand flexibility, the ability to shift or adjust electricity use in response to grid conditions or prices, can help integrate more renewables, reduce solar curtailment and maintain grid stability and reliability. Scaling it, would require enabling technologies, appropriate market incentives, supportive regulatory frameworks and consumer trust and participation. Drawing on experiences from India and Southeast Asia, this panel discussion will examine how market design, tariff structures, smart appliances, and different levels of demand-side response can unlock greater grid flexibility. Climate change is changing the way food is grown, traded, and consumed across Asia. At the same time, new technologies, expanding trade, and growing investment are reshaping agriculture—creating exciting opportunities, but also new risks and inequalities. Co-organized by Foodthink and Mekong Institute, this three-hour interactive dialogue brings together farmers, researchers, policymakers, civil society organizations, technology innovators, and private-sector representatives from China and Southeast Asia to ask a simple but important question: Can the green transition make our food systems more resilient without leaving farmers and communities behind? The first part of the conversation will look at the promises—and limits—of new technology in agriculture. From AI and digital platforms to precision farming and other emerging innovations, what can genuinely help farmers adapt to climate change? What technologies are actually reducing environmental impacts, and which may simply create new forms of dependency or inequality? Most importantly, who gets to access and benefit from these innovations? The second part will turn to the rapidly growing agricultural trade and investment links between China and ASEAN. Bangkok is at a critical juncture in its urban development journey. As one of Southeast Asia’s largest and fastest-growing metropolitan areas, the city faces pressing challenges related to traffic congestion, urban sprawl, air pollution, greenhouse gas emissions, and unequal access to safe and affordable mobility options. These challenges not only affect quality of life and economic productivity but also hinder the city’s efforts to achieve its climate commitments and long-term sustainability goals. Transit-Oriented Development (TOD) offers a transformative approach to addressing these challenges by integrating land use, transport planning, and urban development. By promoting compact, connected, mixed-use, and walkable communities around high-capacity public transport corridors, TOD can reduce transport-related emissions, encourage active mobility, improve accessibility, and support more inclusive and resilient urban growth. The ACTIVATE Project, implemented under the Thailand–UK PACT programme, works in close collaboration with the Bangkok Metropolitan Administration (BMA) and relevant national agencies to strengthen institutional capacity for climate-resilient and people-centred TOD. Through evidence-based planning tools, technical assistance, capacity building, and multi-stakeholder engagement, the project supports Bangkok in advancing sustainable urban mobility and accelerating the transition toward a low-carbon future. Each layer draws on a mix of actors, government bodies, intergovernmental agencies, CSOs, and private partners, whose roles shift with what the layer requires. These layers hold when they are sustained and built into government practice, able to outlast any single office or funding cycle. How do these layers take shape and interact across geographies? Mapping these variations surfaces combinations that deliver and the gaps that recur across contexts. Based on the IPCC report, translated into 50+ languages, the workshop explains the causes and consequences of climate change. It gives the opportunity to learn a lot in a short period of time and is designed for both beginners and experts. Already more than 2,400,000 participants in 160 countries and counting… 🌍 -- WHAT TO EXPECT -- You will work collaboratively with your team of 4 to 7 players. You will play with 42 cards and order them in cause-and-effect relationships. After building and personalising your Climate Fresk, it will be time to take a step back, to reflect on what you’ve learnt and then to start to think all together on how to act, individually and collectively. A trained facilitator will guide you and provide additional insights. Thailand’s power system is evolving as rooftop solar and electric vehicles begin to shape electricity flows more visibly across the grid. As these distributed energy resources (DER) and others continue to expand, policymakers, regulators, and utilities are increasingly considering how planning, governance, and institutional coordination can adapt to support their effective integration. To help advance this conversation, the Clean, Affordable and Secure Energy for Southeast Asia (CASE) project will convene a policy dialogue to present key findings from its forthcoming policy brief, drawing on recent stakeholder consultations and analysis of Thailand’s emerging DER challenges and opportunities to help inform policy action. The event will bring together Thai energy sector institutions and international experts to explore practical approaches for strengthening DER planning, governance, and coordination. Participants will hear perspectives from Germany, Australia, and Pakistan, join a moderated panel discussion on lessons relevant to Thailand, and engage in a facilitated exchange aimed at surfacing upcoming priorities for Thai stakeholders. To help advance this conversation, the Clean, Affordable and Secure Energy for Southeast Asia (CASE) project will convene a policy dialogue to present key findings from its forthcoming policy brief, drawing on recent stakeholder consultations and analysis of Thailand’s emerging DER challenges and opportunities to help inform policy action. The event will bring together Thai energy sector institutions and international experts to explore practical approaches for strengthening DER planning, governance, and coordination. Participants will hear perspectives from Germany, Australia, and Pakistan, join a moderated panel discussion on lessons relevant to Thailand, and engage in a facilitated exchange aimed at surfacing upcoming priorities for Thai stakeholders. Designed as a solutions‑focused dialogue, the session aims to support shared understanding and informed discussion on how Thailand can advance effective DER integration in its evolving power system.

This full-day interactive event unites policymakers, industry leaders, financiers, civil society, and innovators to explore how flexible power systems, industrial decarbonisation, and regional competitiveness can work in tandem to accelerate Southeast Asia's just energy transition. The morning session will focus on power system flexibility and the role of battery energy storage. We will employ the Flex Trade, an interactive, game-based session where participants step into the shoes of generators, consumers, and storage operators in a dynamic power market simulation designed to balance supply and demand. Through this hands-on experience, attendees will gain first-hand insights into how flexibility enhances grid reliability, reduces costs, and accelerates renewable energy integration. Following the simulation, the session will transition into a facilitated discussion exploring the critical gaps between policy ambitions and real-world implementation in scaling up battery storage. The afternoon session will shift toward the nexus of industrial decarbonisation and regional competitiveness for Southeast Asia. The session will begin with a short plenary framing on CBAM, evolving trade measures, and industrial decarbonisation pathways in Southeast Asia, with a spotlight on steel supply chains and hydrogen development. Participants will then engage in Industry Trade Saga, rotating concept stations that encourage participants to exchange perspectives and co-develop strategic responses. The day will conclude with a synthesis discussion highlighting key takeaways, emerging opportunities for regional cooperation, and recommendations for aligning power sector transformation with low-carbon industrial development. By bringing together policymakers, industry leaders, financiers, civil society, and innovators, these two sessions aim to share stories from across Asia, foster peer learning, and identify actionable solutions. From risk to resilience: Urban Flood Prevention for Climate Action
Flooding is Thailand's most severe natural hazard. The country carries a near-maximum flood risk index of 9.8 out of 10, and Bangkok, home to more than 10 million people and around 48.7% of national GDP, ranks among the ten coastal cities worldwide most exposed to flood risk. Thailand's secondary cities are equally exposed with less capacity to respond, as the 2025 Hat Yai floods showed. Projections point to 2030–2034 as a particularly high-risk period. Mexico faces a strikingly similar challenge, and brings valuable experience in integrated flood risk management, national hydrological forecasting, urban resilience planning, disaster risk reduction and post-disaster recovery. This joint event by UN-Habitat and the Embassy of Mexico in Thailand convenes national and city authorities from both countries for a structured South-South exchange. A moderated panel will draw lessons from Hat Yai, Bangkok and Mexico City, examine national flood prevention policy and response, and explore nature-based solutions and green infrastructure for climate-resilient cities.
